CCSO Deputies Arrest Escaped Federal Inmate

On February 28, 2025, the Crisp County Sheriff’s Office was notified by the U.S. Marshals Service of an escaped federal inmate in the area.

The federal escapee, Steven Massey, was occupying a brown Lincoln Nautilus, which had recently entered Crisp County. The Nautilus was located in the Belk parking lot on 16th Avenue. The vehicle was initially unoccupied. Sheriff’s Office units watched the vehicle until the two occupants, Massey and another male, later identified as Jacob Garrido, returned to the vehicle. Deputies approached the vehicle as the driver, Garrido, was reversing out of the parking spot. Garrido then proceeded to flee as the deputies approached, driving eastbound through and exiting the parking lot northbound on Pecan Street at a high rate of speed. After crossing 8th Avenue, the vehicle recklessly passed other vehicles also traveling northbound on Pecan Street and drove down the middle of the road. As the vehicle approached the end of Pecan Street, on the curve just before the intersection with Blackshear Road, it left the roadway, striking a tree located on the corner of Blackshear Road.

Deputies arrived on the scene as Garrido and Massey both exited the vehicle from the driver’s door. Garrido and Massey were both searched and placed under arrest. A small amount of suspected drugs was found on Massey’s person. Massey also had two Georgia IDs and his Federal Bureau of Prisons ID card on his person. EMS was called to check on Garrido and Massey; they were medically cleared and transported to the Crisp County Detention Center.

The vehicle was searched and yielded evidence of fraudulent activity.

Ten identification cards were located all with Garrido’s photo with varying states of issue, names, addresses, and dates of birth. There was also a backside of a license on a partial sheet of paper demonstrating that the IDs were being manufactured. There were a dozen financial transaction cards located in the vehicle. There were pages of printed blank checks. Other checks were found that resulted in a total of four victims. Also found inside the vehicle were multiple printers, a scanner, a laminator, laptops, photo laminating sheets, and holographic sheets with different state seals.

Steven Massey, a 36-year-old male from Macon, Ga was turned over to the US Marshal Service.

Jacob Garrido, a 32-year-old male from Hull, Ga is charged with the following:

  • 1 count of Hindering Apprehension of a Criminal
  • 1 count of Fleeing and Eluding
  • 10 counts of Manufacture of a False ID Document
  • 6 counts of Financial Transaction Card Theft
  • 2 counts of Forgery, 3rd Degree
  • 2 counts of Forgery, 4th Degree
  • 19 counts of Identity Fraud
  • 1 count of Possession of Tools for the Commission of a Crime
  • Failure to Maintain Lane
  • Reckless Driving
  • Failure to Signal Lane Change or Turn
  • Passing in No Passing Zone
  • Speeding in Excess of Maximum Limits
  • Failure to Maintain Insurance
  • Too Fast for Conditions
  • Seat Belt Violation
